Job Description

Policy and strategy

  • Coordinate ESN’s partnership agreement with the European Commission (EC);
  • Manage the work of the policy officers in the implementation of EC co-funded programme of activities;
  • Ensure connections are made between the work of policy officers and the ESN secretariat colleagues in the delivery of the strategy;
  • Support the CEO in the development of external partnerships and manage their implementation;
  • Support the CEO in the development of additional activities, such as ESN’s annual conference, annual awards, training and education programme, and manage their implementation;
  • Coordinate with the policy and communication teams and the CEO reporting for all partners;
  • Responsible for managing policy areas of work that may include innovation in social services, analysis of social service developments at national level, views of local social services on relevant European policy initiatives.

Development

  • Expanding the coverage of ESN partnerships, connecting with potential new members and partners, ensuring that year-long targets are met, and new opportunities are developed;
  • Plan, manage and implement ESN’s development strategy by strengthening ESN’s existing base and ensuring that a viable strategy is implemented;
  • Developing and strengthening relationships with ESN members to ensure that we are promoting and engaging with each other’s activities;
  • Working with the CEO and policy team in identifying potential members and partners;
  • Managing membership and partner contributions, keeping up to date records and producing monthly dashboard reports;
  • Supporting the coordination of ESN’s finances and support systems including budget progress monitoring.

Person specification

  • Extensive experience of strategic planning and development, monitoring and review;
  • Ability to contribute to the setting of an annual work programme and a budget and monitor implementation;
  • Ability to identify risks in programme implementation and good problem-solving skills to ensure timely delivery within budget;
  • Experience of overseeing/managing grant-funded programmes;
  • Experience in member outreach, partnership or business development;
  • Excellent analytical skills to identify and be able to convey knowledge into targeted and timely messages for members and stakeholders;
  • Self-starter and highly motivated individual;
  • Innovative, entrepreneurial approach to strategy, policy, projects, membership and partnership development;
  • Understanding of the functions of a membership organisation;
  • Strong interpersonal skills for team work and autonomy in driving forward own work;
  • Near-native written and oral competence in English (ESN’s working language) and fluency in at least one other European language;
  • Excellent oral presentation and facilitation skills in meetings large and small;
  • Cultural and political sensitivity in relations with national members, governments, and partners;
  • Desirable experience working with customer relations management systems (e.g. Salesforce, CIVI CRM);
  • Technical mind, attention to detail and organised to be able to keep detailed records of development subscriptions and data using a customer relations management system;
  • Ability to develop marketing or promotional membership materials;
  • University education in public policy, social policy, social economy, or business development;
  • Desirable knowledge of European/international affairs;
  • Desirable knowledge of social services, social care, social welfare.

Conditions

Initial salary is competitive in the region of 3,700€-4,000€ and commensurate with experience. Additional benefits include travel reimbursement according to Belgian legislation, lunch vouchers, and hospitalisation insurance. Holiday allowance is 21 days plus bank holidays and four additional days over Christmas. Staff also earn an additional day for every two years worked at ESN, up to a maximum of 5 days. We support staff in their professional development. Opportunities for training are regularly discussed with the line manager, and we provide regular performance review with opportunities for further training in line with responsibilities.
