We are looking for an experienced Banking Expert to analyse developments in the euro area banking sector, support the monitoring of ESM/EFSF beneficiary euro area member states under the ESM’s Early Warning System framework and advise on the impact of regulatory and policy developments affecting the banking sector in the euro area. The successful candidate will also contribute to the development and implementation of the “Common backstop” to the Single Resolution Fund and take a leading role in team projects aimed at strengthening and developing the Banking division’s current analytical tools within the ESM’s mandates. The selected person will report to the Head of Banking.

The European Stability Mechanism (“ESM”) is the permanent crisis resolution mechanism for the countries of the euro area. It has launched five financial assistance programmes, provided financial support, monitored repayment capacity and engaged with partner institutions in the design of programmes in particular in areas of financial interest. The ESM has just received an expanded mandate from the European Leaders, which it will implement in the months and years ahead. The ESM will have a stronger role in the analysis of financial stability risks and design of policy measures in programmes jointly with the European Commission.

The ESM is a unique place to work, with around 180 individuals committed to making a difference to the future of the euro area. It recruits talented professionals of any nationality, from both the private and public sector.

KEY ACCOUNTABILITIES

  • Advise the division’s management in the team's daily activities on the division’s strategy, organisation of team’s activities and engagements in high-level meetings, seminars, and workshops;
  • Lead and oversee analytical activities and channel research expertise into operational tools and topical analytical notes;
  • Coordinate and advise on the implementation of the Common Backstop to the Single Resolution Fund;
  • Guide and mentor colleagues to conduct high quality analysis, and ensure delivery in a timely manner and with a consistently high standard;
  • Produce high quality analysis of euro area banks’ business profile to identify factors affecting their future profitability, solvency, and valuation;
  • Create and deliver analytical reports and tools to identify factors affecting the banking sector in specific countries and in the euro area; support related simulation analyses;
  • Understand and analyse top-down and bottom-up banking stress tests;
  • Provide high quality technical and analytical assistance for the design and implementation of banking sector policies in programme countries;
  • Support the preparation of banking sector policy notes for ESM governing bodies’ meetings;
  • Support the country team coordinators in performing beneficiary member states’ post-programme surveillance, and participating in discussions and negotiations with domestic authorities.

KEY BACKGROUND & EXPERIENCE

  • Advanced university degree, preferably with a specialisation in banking, finance, or financial economics;
  • Over 10 years of relevant experience in banking and/or finance;
  • In-depth understanding of bank analysis and banking industry structure and trends;
  • Extensive experience advising management on the implementation of large projects, as well as the design of policies related to the banking sector;
  • Varied experience in the private sector and within international financial institutions or other public international organisations would be an asset;
  • Experience in bank restructuring and business planning would be an asset;
  • Fluency in English required; additional languages would be an asset.

Contract duration: Three-year fixed term contract, with possibility of extension
