SOS Children’s Villages International is the umbrella organisation for the global federation of SOS Children’s Villages. As a non-governmental social development organisation we support children without parental care and families in difficult living conditions through services in care, education, health and emergency relief, and we advocate for the rights of children and young people, in alliance with a great diversity of partners. We work in 136 countries and territories, reaching over one million children, young people, families and caregivers each year. To support us with this important responsibility we are now looking for a committed: Finance and Administration Advisor (f/m), 27 hrs./week.

Location: International Office, Brussels/Belgium

Mission of the Position

As part of the Liaison and Advocacy (L&A) team, the Finance and Administration Advisor reports directly to the Head of Global Advocacy and in dotted line to the coordinator of the EU Institutional Partnership Department (IPD). She/he will be responsible and will ensure the running of human resources, finance and accounting, procurement and the general administration and logistics of the L&A and IPD teams in the Brussels Office. Occasional indirect support to other L&A locations - namely, Vienna and Geneva- is also required. She/he will liaise with relevant departments of the International Office (IO) - especially Finance and HR, as well as with SOS Children’s Villages organisations if and when necessary. She/he will formalise and regularly improve processes to best support the L&A and IPD teams on administrative and financial procedures in accordance with the SOS Children’s Villages International rules and the local laws. She/he will manage social, legal issues, IT and payroll in partnership with external service providers. She/he will occasionally facilitate the organisation of internal and external meetings/events – especially by providing logistic and administrative support.

Tasks and Responsibilities

  • Runs the human resources, finance, accounting and general administration and logistic operations of the L&A and IPD in Brussels and occasionally support L&A in Vienna and Geneva, when needed;
  • Establishes and coordinates relations with external providers in Brussels. This includes but is not limited to: execution of payroll, health insurance brokers, IT and other procurement services;
  • Provides guidance and support to the L&A and IPD teams in Brussels on human resources, administrative and financial regulations and procedures in accordance with the SOS Children’s Villages International rules and the local laws. This includes, but is not limited to:
    • Supporting the maintenance of up-to-date HR policies and processes, in alignment with SOS Children’s Villages’ International’s policies and good practice and compliance with legal requirements;
    • Contributing to staff induction on HR and ‘living in Belgium’-related matters;
    • Responding to employees’ queries regarding social legislation and internal working rules.
  • Oversees the appropriate execution of the L&A global budget: ensure its management in close collaboration with the L&A budget holders in Brussels, Vienna and Geneva, and regularly prepare and share provisional budgets and budgets’ reports with the budget holders;
  • Ensure the overall running of the Brussels SOS CVI office, including ordering of office supplies; follow-up on office related administration (rental agreements, insurances…); etc.;
  • Organizes and coordinates administrative and logistical arrangements for meetings, conferences and workshops (obtaining quotes and booking venues, liaising with attendees, organizing travel, etc.);
  • Liaises with relevant departments at the international office - especially Finance and HR as well as with L&A Vienna and Geneva, as necessary.

Requirements

  • University Degree in Business Administration with focus on finance and/or HR, or equivalent technical diploma or higher level certification in a relevant subject;
  • 5 years of proven relevant professional experience in management of HR, Finance and/or Administration, with at least two of them acquired in Belgium;
  • Strong knowledge and practice of HR Belgian laws and ideally in an international context;
  • Good knowledge of accounting practice and financial obligations towards the Belgium State;
  • Excellent knowledge of written and oral French and English; knowledge of Dutch is an advantage;
  • Strong client orientation and solution-focused approach;
  • Strong analytical capacity and good organisational skills with a solid computer literacy;
  • Detail-oriented, accurate and responsible work style;
  • Ability to take the lead, self-manage and organise her/his own workload;
  • Ability to work in a multicultural and international environment, as well as with remote team members;
  • EU citizenship or a valid working permit for Belgium is required.
